CF Napanee Capacity Ltd. is proposing to develop an approximately 250MW Battery Energy Storage System (BESS) project named "CF Napanee Storage" (the Project) in township of Napanee. The Project aims to contribute to the Government of Ontario's goal of accelerating new electricity generation from renewable sources to support the province's growing energy needs.
The Project will consist of lithium-ion battery cells connected in stacks and installed inside an enclosed area, like a shipping container or a small enclosure. The enclosed area will also house the balance-of-plant equipment such as an inverter, a battery management system and a dedicated HVAC unit for proper ventilation. The battery packs feed inverters that connect to a transformer tied to the power grid. The Project will also have a private access road connecting the Project Site to Regional Road 9.
The Project will comply with all regulatory bodies permitting requirements including the Electrical Safety Authority, the Township of Loyalist, and the Ministry of Environment, Conservation and Parks.
The Project will have restricted access to prevent any health and safety incidents and be monitored 24×7 through a secure remote-monitoring facility.
Ontario’s Independent Electricity System Operator (“IESO”) is conducting a series of large-scale procurements for energy supply. These procurements are being driven by growing demand, an evolving supply mix and a drive toward grid decarbonization and electrification. The most recent procurement is the first round of the Long Term 2 RFP for Capacity Services (“LT2(c-1)”). The schedule for this procurement includes proposal submissions on December 18, 2025, contract awards in September 2026, and Commercial Operation on or before 2029 - 2030. Contracts will run for 20 years from the Commercial Operation Date.
More information on the IESO’s LT2 procurement can be found at the IESO's Long-Term 2 RFP web page.
